- During
the entire reporting period, there were no meetings held with Staff.
- The
Subcommittee re-iterated, in its November 2002 interim report and
through email message to Staff, its interests in reviewing completed
Measure C construction contracts in order for the Subcommittee to
gain understanding of change orders. In each of the two previous meetings
between the Staff and the subcommittee, agreements were reached for
the Staff to select a small number (e.g. five) of competed contracts
with change orders having high percentage, or net dollar amount, changes
(increase or decrease) for this review.
- The Subcommittee remains interested
in the status of drafting, by Staff or its contracted external resources,
the two procedural documents regarding bidding and contracting processing.
In November CBOC meeting, Staff had reported its decision to retain
Turner Construction Services for drafting these documents.
- Although
the Staff and the Subcommittee have now reached a common understanding
as to the scope of the Subcommittee’s assignment (from CBOC)
and its interests, there were differing scopes attached to the terms
“Bidding” and “Contracting”. In order to more
clearly indicate its missions, the Subcommittee requests CBOC in its
December 16, 2002 meeting to formally rename this Subcommittee as
“Subcommittee for Contract Administration Process Review.”
- At Staff’s request, a copy of
a third-party reference document in PDF file format has been sent
to the Staff.
- The Subcommittee remains awaiting
for Staff responses on both change order reviewing and procedural
documents drafting issues. There are currently no scheduled meetings
with Staff on either of these subjects.
