Project Labor Agreement (PLA)

We are negotiating with the Trades Council to develop a Project Labor Agreement that meets the requirements of the district and the various trades organizations. Enclosed you will find an interim report on PLA’s. Although you may wish to discuss this issue under “District Report” at the September 8, 2003 meeting. I have requested that this item be agendized at the October CBOC, for a comprehensive staff report and discussion. No action will be requested of the Board of Education before November, 2003.

We are also meeting with the Association of General Contractors (AGC) and the American Building Contractors (ABC) staff that represent both union and non-union contractors. A key interest the District has expressed in these negotiations is “competition”. That is, we want lots of bids from responsible bidders, both union and non-union contractors. We agree that all bidders should comply with the prevailing wage laws.
