Senior Research Analyst

Primary Function:

Under limited supervision, serves as a lead to research specialists and advisor to educational
services staff in programming, and in interpretation and reporting of data on instructional practices
and results.

Directly Responsible to
Director, Educational Accountability

Major Responsibilities:

1.

Designs software programs and queries that will provide information about
school practices, customer characteristics, and results.

2.

Plans, organizes, and maintains electronic files on student achievement,
school practices, characteristics of students, staff, and parents.

3.

Archives electronic files needed for longitudinal research on school practices,
characteristics of students, staff, and parents.

4.

Archives electronic files needed to monitor progressin desegregation
of educational programs over time and to validate compliance with state
and federal regulations, and orders of the federal court.

5.

Maintains close working relationships with Fiscal Services, Human
Resources, and school sites with regard to schooling practices and results.

6.

Interprets policies and regulations with regard to collection, storage, and
reporting o f data on educational services.

7.

Maintains center for on-demand research and analysis on educational
services.

8.

Designs new analytical procedures and computer-generated reports.

9.

Provides assistance to administrators, clerical staff, resource teachers,
and school sites regarding analysis of educational services and student
achievement.

10.

Has access to and maintains confidential data regarding students, parents,
and staff.

11.

Provides technical support to staff on development of procedures for data
capture and maintenance of research files.

12.

Performs additional duties assigned by the Director, Educational
Accountability.

Qualifications

Knowledge and Skills:

1.

Ability to create an atmosphere of respect, trust, and high morale.

Knowledge of federal, state and local policies and regulations pertaining
to assessment and maintenance of data on student achievement.

3.

Knowledge of educational programs, California Education Codes and
requirements and standard practices and policies for maintaining and
reporting on individual students and staff.

4.

Knowledge of information systems services.

5.

Ability to use standard query language and Boolean constructs for
aggregation and desegregation of data.

6.

Ability to use SPSS computer syntax and to manipulate data within a
variety of software packages.

7.

Knowledge of standards and procedures for working with confidential
records.

8.

Ability to communicate orally and in writing.

9.

Ability to oversee and coordinate various activities of a school district
research department.

10.

Ability to prepare accurate statistical calculations and clear and concise
reports.

11.

Knowledge of standard software packages for capturing, analyzing,
and reporting data.

12.

Ability to exercise good judgment and tact.

13.

Ability to work effectively with all segments of the educational
community and general public.

14.

Ability to assemble and analyze data, and to make appropriate
recommendations for action.

15.

Ability to design and implement procedures.

16.

Knowledge of school district operations and procedures.

17.
