I.Title: Budget Analyst

 

II.Definition

Under limited direction, perform complex budget analysis, multiyear projections, cash flow analysis, financial and statistical data for state reports and do related works (consistent with the job description).

 

III.Examples of Duties

Maintains and enters data through the use of computer terminals. Under limited supervision, organizes, supervises, and coordinates budget data for input on state reports. Prepares and updates cash flow and other data necessary in the preparation of financial reports. Answers questions or concerns from administrators, clerical staff and public requiring interpretation of complex laws, rules and regulations governing district budget.

Ability to perform difficult, complex and responsible analytical work.

 

V.Employment Standards

A.Knowledge of: Thorough understanding of educational programs; California Education Codes and requirements; State Accounting Manual; District organization, programs and policies; Financial accounting and budget preparation procedures; Modern office methods, practices and operation.

 

B.Ability to: Interface with all levels of administration, community, and public/private agencies; Study and interpret Education Codes, Government Codes, and District Policies and Procedures; Learn, interpret, and apply District rules, regulations, policies and procedures with good judgment while independently carrying out a variety of technical procedures;Take responsibility and use good judgment in recognizing scope of authority; Work harmoniously with staff members, government agencies and the public; Deal effectively with a wide variety of personalities and situations requiring diplomacy, friendliness, poise and firmness; Perform research and compile information from a wide variety of sources; Work under the pressure of time constraints and cope with difficult situations in a sensitive and positive manner;Knowledge of several financial spreadsheet, database, and word processing applications; Communicate effectively in written and oral form; Understand and carry out oral and written instructions; Make mathematical calculations quickly and accurately; Understand financial records, reports, technical and legal materials.

 

C.Education/Training/Experience:Four years of broad and increasingly responsible experience in Accounting, preferably one year in a public school district; or degree in finance, accounting, or business administration. Additional course work, workshops, and in-service activities; Computer literacy.
