Facilities Master Plan

Many of our neighborhood schools were built decades ago and face significant infrastructure challenges. A recent facility condition assessment estimated that bringing all facility components up to an adequate level would cost approximately $1.6 billion. Critical needs include aging roofs, outdated HVAC systems that struggle to accommodate extreme heat, and facilities that were built prior to current health, safety, and building code updates.

With the passage of Measure R — a $1.15 billion general obligation bond approved by voters in November 2024 — our District has the resources to begin addressing these needs. The FMP ensures that every dollar of bond revenue is invested strategically, guided by data and community input, to maximize the long-term impact for our students.

Additionally, under California's Proposition 2 (AB 247), school districts must have a school board-approved, five-year Facilities Master Plan to qualify for state funding.

An FMP serves as our district's roadmap for building improvements. By developing and adopting an FMP, we can:

Secure State Matching Grants
Without an active FMP, our district cannot access state funding for school modernization, safety upgrades, or new construction.

Maximize Taxpayer Dollars
The FMP provides transparency by aligning community bond dollars with verified facility needs.

Plan for Future Growth
The FMP evaluates current school conditions and projects future student enrollment to ensure our classrooms meet learning demands.

Prioritize Maintenance
The FMP maps out an orderly, efficient timeline for structural repairs and technology upgrades across all school sites.

San José Unified is collaborating with experienced educational and facility planning professionals to develop the FMP. Significant progress has already been made across several key areas:

Facility Condition Assessments
Comprehensive physical assessments of all school campuses and support facilities have been completed, evaluating building systems, structural integrity, site conditions, and code compliance.

Educational Adequacy Reviews
Every campus has been evaluated for how well its spaces support current educational programs, including classroom sizes, technology infrastructure, lab and career-technical facilities, and overall learning environments.

Demographic and Enrollment Analysis
Current enrollment data, demographic trends, and growth projections have been analyzed to inform capacity planning and ensure facilities meet future needs.

Cost Estimating and State Funding Analysis
Preliminary cost estimates have been developed for potential modernization projects, alongside an analysis of state matching fund eligibility to maximize available resources.

Site and Building Plan Concepts
Conceptual site and building plans are being developed for each campus, showing potential improvements and modernization opportunities informed by the assessment data.

• Phase 1: Summer 2025 - Fall 2025 

Capture the Big Picture Vision
Held visioning sessions with school district leaders, FMP Steering Committee members, and San José Teachers Association representatives and developed shared understanding of the types of learning environments and student experiences we want to support.

• Phase 2: Fall 2025 - Winter 2025

Identify Educational Goals and Facility Needs
Translated San José Unified vision into educational adequacy goals by grade level and campus type. Aligned facilities planning with Measure R priorities. Conducted FMP Steering Committee workshops to develop staff and student surveys. Administered staff and student surveys at elementary, middle, and high school to identify gaps impacting instruction, safety, and student and school operations.

• Phase 3: Winter 2025 - Spring 2026

Facilities Condition Assessment
Integrated existing facilities condition assessment and conducted additional targeted assessments to develop room-by-room understanding of size, utilization, and capacity. Created editable, long-term asset system necessary for maintenance and facility planning and support.

• Phase 4: Spring 2026 - Summer 2026 

Develop Campus Vision Plans
Developed campus vision plans that combine the big-picture vision, educational priorities, facility conditions, staff and student input, and capacity data and serve as blueprints to guide facility and campus improvements.

• Phase 5: Summer 2026 - Fall 2026 

Community Engagement and FMP Documentation
Hold community engagement sessions to gather input from students, families, staff, and neighbors and combine with the big-picture vision, educational priorities, facility conditions, staff and student input, and capacity data. Incorporate feedback into updated site concepts and prioritization framework.
